For the high casements, the hollow poles extend the reach of the cleaners.  In this case, poles are used in order to extend the reach of the wipes and squeegees that can remove excess water from the glass surfaces at hard-to-reach heights.  Stationary scaffolding is useful for cleansing of high casements that requires detailed attention.  The movable scaffolding is used by the commercial window cleaners to reach high windows.
